The Secretary of State to the Minister in China ( Reinsch )

Your November 16, 1 p.m. The Department was approached a few days ago by an American of international reputation as to [Page 242] whether it would be wise for him to accept an appointment as a representative or advisor of China at the Peace Conference. The Secretary submitted the question to the President who stated, without qualification, that he considered it unwise, if not improper, for an American to have official connection with any other Government in connection with the negotiations for peace. In view of the President’s decision I hope you will discourage the appointment of Willoughby or any other American for the position.
