The American Consul at Juárez to the Secretary of State.

[Telegram.—Paraphrase.]

Casas Grandes local authorities have declared against the Government. Railroad communications between Juárez and that section abandoned. That portion of my district is reported to be wholly in the control of the anti-Madero followers, who are making demonstrations against the Americans. They have made a demand of the people of the colonies (Mormons) to surrender their firearms (their private property). This demand the Americans will resist, and serious trouble is feared. I will send a written protest to said local officials, using to some extent the language of one year ago as given by the Ambassador.
