File No. 882.51/399.

The Acting Secretary of State to the Special Representative.

[Telegram.—Paraphrase.]

Your June 22. Falkner assumes that you have promised nothing concerning debts not scheduled, as he does not know whether they can be settled out of the proceeds of the loan, but if it is possible he will urge such settlement. You will so state to the German creditors and you will if possible ascertain the amount of such debts growing out of direct relations of the firms to the Government, but not including Government paper which they have discounted for individuals.

There is a claim by the German Post Office against the Liberian Government not included in schedule, the nature and amount of which you will ascertain; Falkner will try to have it settled from the loan proceeds if possible.

Wilson.
