The General Receiver to the Secretary of State.

I understand from Falkner’s memorandum1 that German Receiver must be stationed permanently at or near Monrovia. Attitude here, as stated by Minister Cromelin, is that receivers should rotate, and that any other arrangement would be unfortunate. Am convinced that agreement affecting German Receiver would necessarily become public eventually, and that effect of such agreement would be to split receivership into two factions, thus making success difficult. Await instructions in the premises.
