The American Minister to the Dominican Republic to the Secretary of State.

[Telegram—Paraphrase.]

As to your June 8, the Dominican Government requests me to say that on June 5 revolutionary troops leaving Haitian territory attacked Dajabon but were driven back by Dominican troops there. On the same day a Dominican force making a reconnaissance along the Massacre River was attacked by revolutionists, and to repel this attack the Dominicans were obliged to advance through Haitian territory. It can be proved that the revolutionists started the aggression from Haitian territory; and it is to be noted that the Haitian Government has for some time past been advised of the presence of revolutionists within its territory near the frontier.

The Dominican Consul reports to his Government that “last night Delegate Zamor arrived and we had a very cordial interview. He has promised me to send his troops to Cape Haitien tomorrow, and the incident may be considered as closed.”

The Minister for Foreign Affairs yesterday cabled instructions to Peynado to present immediately to the Department the memorandum in regard to the encroachments by Haiti.
