Government and both parties request supervision to include election for municipal council to take place June 30 in all municipalities. Committee recommends it, since otherwise this election will not be fair and disturbances may be anticipated which will have a serious effect upon presidential electoral situation. Referring to Department’s telegram of May 13, was this supervision therein included?
Registration is proceeding satisfactorily and will be concluded on June 15. Party spirit remains high and numerous complaints of oppression and electoral interference by Government officials, some of them corroborated by supervisors, have been received from the Porras party. Committee has brought these to the Government’s attention.
