[Telegram—Paraphrase.]

The Foreign Office agrees to extend time for filing claims of American claimants, but does not desire to extend this privilege beyond American claims and therefore requests that any of these not already presented to the Commission be transmitted to the Foreign Office, which will thereupon bring them before the Commission in such a manner as not to permit the right of filing to some ten thousand Mexican claimants, consideration of which can be prevented by this method.

In view of the fact that three quarters of the American claims have not been filed with the Commission, I request instructions.
