The Acting Secretary of State to the American Ambassador.

Sir: The Department has received, and has communicated to the Secretary of War, your No. 1369, of the 19th instant, transmitting a joint letter from Messrs. T. K. Eccles and J. F. Ealy, representatives, respectively, of the Order of Railway Conductors and the Brotherhood of Locomotive Engineers, with relation to some six hundred engineers and conductors who have left the service of the National Railways of Mexico, stating that, should the services of these men be needed by the United States in handling troop trains in the Republic of Mexico, the organizations mentioned would be able to furnish all the men needed, who would be thoroughly familiar with the tracks over which the trains would be run.
