It is impossible to do anything in the railway situation. The situation has been further aggravated by the railway management’s refusal to give the men service letters or transportation to the border. I have asked Mr. Calero to express to the President this Embassy’s deep concern. I will be glad to be instructed to take active steps to secure just treatment for the men. Shall I sign a general certificate attesting the service of these men and their reason for leaving the National Railways service?
