Perhaps it would be worth while for you to make one more effort to induce the American railway employees at least to postpone their walkout for a few weeks, first, because so many of their countrymen would be affected by deterioration of the service, and, second, because it seems quite likely the opportunity to exclude Americans from future employment would be welcomed by the Mexican Government. However, you will give no advice inconsistent with the Department’s standing instructions to you of March 2, 2 p.m.1
