I am to-day advised by the representatives of American railway servants on Mexican National Railways that they would go out in a body on April 17. I believe efforts to save the situation Avill be unavailing. The said representatives have expressed to me their deep appreciation of the sympathetic attitude of this Embassy and of the Washington Government.
