Referring to Department’s March 30, 11 a.m. Mr. Calero informs me to-day, in a note, that the Government, reflecting the views of the officers of the Mexican National Railways, finds the demands of the American engineers and conductors intolerable and is advised from the same source of the ability of the management to effectively operate the railways without American employees. The note adds the hope of the Government that the American employees and the management will be able to arrive at an understanding and that he has so advised a responsible official.

I do not share in the optimistic view of the Minister for Foreign Affairs.
