The Mexican Embassy has informed the Department of State that the President of Mexico has convoked an extraordinary session of the Mexican Congress in order to secure authorization for requesting permission from the Government of the United States to transport Mexican Federal troops from Ciudad Juárez to points in the State of Sonora to cope with the situation in that State where American life and property are in serious danger from the operations of Mexican revolutionary bands. Before the issuance of definite instructions, in the event that the Mexican Government requests permission to transport its troops through United States territory for the purpose mentioned, I have the honor to request that you telegraph me, in accordance with the customary formality, the assurance that this course will be entirely agreeable to the State of Arizona.
