The Governor of Texas to the Secretary of State.

[Telegram.]

I am just in receipt of the following telegram protesting against allowing a regiment of Mexican troops to pass over Texas soil from Eagle Pass to El Paso:

Reported regiment of Mexican troops will come through Texas tomorrow to fight rebels in Chihuahua. Dangerous precedent, calculated inspire much resentment against Texas in Mexico and may lead to grave eventualities. You [Page 891] should protest in name of people of border against such action. Let Mexico handle troops on Mexico soil. Texas not fighting Mexico’s battles. It is positively a disgrace that Texas and American soil should be trodden by foreign soldiers engaged in a civil war in neighboring country.

If this is purpose of moving troops through Texas I withdraw my consent for them to pass through Texas.
