I left a memorandum with the President this evening similar to my note to the Minister. The President explicitly said that no bullets would be allowed to penetrate American territory, and that if artillery is employed steps will be taken to prevent injury to Americans. He said a siege might be employed if the city is closed on the American side. The President, however, stated that no troops were advancing on or near Ciudad Juárez. Note the disagreement between the President’s and the Minister’s remarks.
