Read a paraphrase of your June 19, 2 p.m., to Minister for Foreign Affairs and am also sending him an urgent note based thereon. He promised to communicate immediately with the Secretary of War and have the most urgent and explicit instructions sent to commanding officer in the sense of your telegram. Imperative to take Ciudad Juárez as soon as possible and he saw no way to avoid battle. He said a siege is impossible as the Government has not troops sufficient to surround city; unless American Government can cooperate by isolating it on American side, preventing entry of provisions and other supplies, siege would be ineffective. He thinks rebels will try to provoke American action by firing wilfully into American territory. He declared it was his most earnest desire to avoid repetition of unfortunate events of previous fighting at Juárez, not only because of claims and other annoyances, but also from realization of international obligations.
