Minister Squiers to the Secretary of State.

Referring to your instructions 77, December 24, 1907, and 137, December 1, 1908, minister for foreign affairs advises me that his Government accepts in principle submission of the boundary question between Panama and Costa Rica to impartial arbitration of the Chief Justice of the United States, but wishes to know which questions are to be submitted. The Government is inclined to adhere to boundary line as fixed upon by the Loubet award and article 3 of the constitution.
