Mr. Wilson says department expects extradition of fugitive will be granted by Luxemburg, and says as the Governments of Germany and Belgium seem to require the same formalities for transit as for extradition, instructs Mr. Bacon to ascertain from foreign office if agent and fugitive will be allowed transit through France and upon what formalities. Says particulars in the case can be ascertained from legation at The Hague.
