Minister Calhoun to the Secretary of State.

[Telegram—Paraphrase.]

Mr. Calhoun says the Wai-wu Pu has once more requested that the consul general at Hankow be given power to negotiate a settlement of the Changsha claims, and says in view of the fact that this [Page 352] has been repeatedly urged and as all claims have long since been filed, suggests that local settlement be effected through the consul general if the claims meet with the approval of the department.
