[Telegram—Paraphrase.]

Referring to note of November 22, 1909,1 from the Netherlands minister for foreign affairs, accepting the proposal of the United States for an international opium conference, and suggesting The Hague as the place of meeting, Mr. Wilson says that this proposal is acceptable to the Governments interested and directs Mr. Beaupré to inquire of the minister for foreign affairs if September 15 would be a convenient date for the convening of the conference.
