Excellency: The Secretary of Agriculture, having brought to my attention the circumstance that for a number of years past the Government [Page 705] of Her Majesty’s Dominion of Canada has prohibited the shipment of cattle from the United States across Canadian territory for export from Canadian ports, and inasmuch as the privilege of such shipment appears to be clearly granted in article 29 of the existing treaty between the United States and Great Britain of May 18, 1871, I have the honor to request that inquiry be made as to the cause of this prohibition, to the end that its revocation may be brought about in conformity with the treaty provision above referred to.
