The Honduran Government passed a Law on Transparency and Access to Public Information that came into effect in January 2007 to provide a system of access and declassification to government documents. Individual Ministers, however, have strong powers to reserve documents from the public that may be construed as dangerous to humanitarian aid, national security, economic stability or smooth governance.
